Rangers can definetly use the Flawed Runic Bow, and the regular Runic Bow.

im a lvl 18 ranger ive used short bows, unless there are 3 types of bows, so far i know i have used recurve and great recurve bows, so unless this "short" bow is a 3rd kind, i have used them

This item is actually a short bow, not a recurve bow. Thus, it cannot be equipped by Rangers.
The flawed runic recurve bow drops here, too; and Rangers should use that one.
So if you get this one, give it to your friendly neighborhood Warden or other short bow user.
