It seems like they're adding new drops. I too killed billions of these and didn't get one. Keeps the game moving when it's not all the same stuff all the time, though

You know, I killed hundreds of mephitic ghouls leveling my thane from high 20's to low 30's in Muspelheim, never saw even one of these :( Would have been so useful...
