I found one on a Tomte Scavanger (who was level ~5) while doing the "Tomte Problems" quest.
There's plenty of Tomtes in East Svealand, loc 36000, 33000.

Also drops off whirlwinds in E. Svealand (furthest island east from Nisse's Lair). The one that I got was a level 7, +3 dex with the same name.

I got one of these off a Roaming Dirge, way the heck down near Myrkwood. Odds are it's reallllly random drop.
