You need to obtain the glashtin smithing recipes for Sergeant Deonyca.

Zone into the Glashtin Forge and make your way to the central forge room. Kill a glashtin bellowsman and take his smithing recipes.

From the central forge room, head west to find a glashtin bellowsman (loc. 19851, 23831).

Return to Sergeant Deonyca and give her the smithing recipes.
