yep, if you go talk to Skipta first you go straight into Dragonslayer Skipta without wasting any time or cash on Thaelen.
Thaelen now shows a quest ring [presumably for the sucker quest ;-) ]which disappears when you click Skipta.
also, this quest now ends with the normal "You have completed . . " appearing on the screen.

Summary: Travel around Midgard to see if you can find any record of a dragonslayer. Speak with everyone and heed their words. If someone is hesitant, show them the Dragonslayer Sigil (click on the icon in your journal to do so.) Quest Goal: Speak with Gilby. Quest Goal: Speak with Barkeep Kanar.
