The Hibernia Lieutenant says, "If you wish to aid in the underground war effort, travel to the Otherworld and speak with Guardian Thyv."

Step #1 Travel through the Shar Labyrinth to the Otherworld. Seek out Guardian Thyv near the obelisk and speak with him.

Guardian Thyv isn't near the obelisk. He's not even visible from the obelisk. Go to the otherside of the fallen tower that Aethugda and Bonoxus are standing near. And he doesn't speak with you about your current quest but he does offer you a new one. You can click on him and complete this quest.

2.7 mill xp and 36 silver at lvl 27.
