Speak with Thaelen in Huginfel.

Defeat Smooolfr in Gotar and return to Thaelen in Huginfel. Remember that only one Dragonsworn leader holds their post at a time so you may need to kill Mindug to make Smooolfr show himself.

Mindug and Smooolfr can be found at 8000, 11900 Gotar, east of Fort Veldon near the NW corner of the map in a village with fire pit and horse. They were blue to a /level 20.

lvl 20 received 4,500,000 experience.
