As a level 40 warden, I killed Sliothi several times and did not get the ring or the message.

It really is just luck, since right after I posted he had spawned again. :) Same hut.

I think spawn rates are pretty random. I was there for about a night and he popped inside the hut all the way to the right- the one where the other named NPC spawns in front of (starts with an "N", don't remember the exact name).

How long does it take for Sloithi to spawn? I am at the siog camp, there are 3 huts. But Sloithi is not here, I have waited 3 game days and he has not spawned.

Sloithi spawns in the siog camp, in a hut, at loc 9k, 12k. But, as a nightshade level 22
i didn't get any drops except for common stuff. Con blue to me and was a very easy target.
Note to self: one time drops are in white in the system window not in green.
