This Mob is in Morheim, within Execution Ground of Deltras.

Lvl 38 6-dots Elite bird-thing. Vulture? Condor? Spawns every 30-60 min.

At Execution Ground of Deltras

He has some kind of AE (something Wave) that he uses over and over as he chases the Garrison Patrol around the place. For some reason the guards ignore him and just keep walking. This AE does nearly 2k damage to all in range, and it is a BIG range.

His only purpose seems to be to prevent folks from resting for any length of time too close to the Execution Ground.
