Me and my friend have hunted there a total of 3 hrs and I have found 2 and he has found 3 summoning staff's.
We got them from the tomte shamans, lair guards, tomte cutthrats, and the handlers.

Most items that have skill numbers will add them on your skills screen, but focus Items do not they work differently. The way they works is once they are usable by you, they will lessen the amount of mana used by that spell line up to the specific level of the focus, with this one that would be seventh specialization level of spells.
I got this staff in the last fight we had in Nisse's. Too bad I'm a Thane and can't use it. Oh well, maybe someone will buy it for more than it sells to the vendors.

Unfortionatly its not as good as the lvl 11 spiritmaster quest staff, so sell to a lvl 10 or below.

It is an uncommon but I would not say rare drop from Nisse's Lair. Hang out there and you will see a lot of casters with it in their hands.

Ok +7 on all 3 of the spirit master's lines ... at level 10. This can't be that common and it has to be kind of hard to get.
Anyone have more ... I just find it weird. Cuz if this is true ... I want to find the Healer counterpart to this thing.

Ok, I spent countless hours down in that hole and pull and see allot pulled out of there. I do have to say this about the staves in question. No every one of them has +7 lvls to the spells. It's either they do or they don't.
/But/ I personally pulled one staff for both the Summoner and the Runemaster. Sence I play a Shaman on Bedevere and my guild did respond the first low lvl PC I seen that was of that nature got them a nice new weapon.
I'd rate the weapon as an uncommon drop.
