Got this as a task in Ludlow. Goto the bridge N of Ludlow, over the bridge go Left until you can see the next tower at that tower head west up the huge hill. On the top of that hill - ton of goblins. Good luck

In SBM at least the plain goblins are located near the enterance to Tepoks Mine.

Which is in the NE corner of the zone.
