No, this is not true, because I just spent 1.2p on one in the belief that this was true, but it just looks like a regular SI staff, dyed dark blue.
It must be the Great Staff of the Storm that has the aforementioned look, cause this one sure doesnt. It has the glowing mist ball at the tip though.
Edit: Also, the DPS on this staff isn't 16.5, but 15.3

LMAO... Even if it was the Greater Staff of the Storm that you were buying, there's no way it's worth 1.2 Plat. Even 500g would be pushing it...

Great Staff of the Storm is an upgraded version, with +50 all focus, +42 int, charges of 3 power regen, one of the best-looking staves in Albion
