i have the mace and was wondering how to use the spell do i need to be a certain level?

I've got one of these babies. turns yellow at 43 or 44, not sure as I got it at 44.
However, it does not proc till 45, I'm certain of this.
Good weapon, is black in color.

Anyone know when this turns to a yellow con weapon and/or when it procs?

Why is there all this casting info i.e. Range? etc.. If it procs then the range is melee or zero :)

I only ask cause I just got my lvl 40 Thuergist staff and it has all the same info plus Power Cost and Casting Time which leads me to believe I can cast it somehow.

Also if it procs why is it taken power from me?

I believe all weapons proc when thery turn yellow to you. Not sure what level this one is. Still orange at 40.
