It's a bugged proc. Seen plenty weapons with one, like the Sveabone hilt sword from a lvl2 quest.

i've had one of these axes since i was lvl 16, now i'm lvl 21 and can't get the effect to work yet. any clue as to what lvl it will work? Or even how to trigger it?
