This is a sick weapon, I've gotta say. I'd love to get my hands on one of these for my mercenary...but I've gotta ask, is the haste a constant effect, or something right-clickable, or is it an actual proc? I apologize if that's a dumb question, but it's just something I wanted to know 100% for sure.

I love particle effects =)
