Per patch 1.109c (09/20/11): The following Respec Stones have been changed to allow them to be /useable instead of having to turn them into the appropriate NPC: Full Skill Respec Stones: Luminescent Exerpise Stone Incandescent Exerpise Stone Luminescent Iterare Stone Single Skill Respec Stones: Luminescent Ceriac Stone Realm Respec Stones: Luminescent Exeregum Stone Luminescent Abrogo Stone Luminescent Induco Stone All respec stones must be unstacked to be /used. Full Skill and Realm Respec Stones may only be /used if a character does not have any full skill or realm respecs available. Single Skill Respec Stones may be /used if a character has zero or one single skill respec available. Type "/respec" in-game to see the available respecs for a given character. Characters must still visit their trainer in order to perform a /respec." |

If it is a single line respec stone, can I use it to /respec all ? I wish to use it to respec two skills, do I have to get 2 stones to do that ?

In Vasu, in the building where Tosti (seer trainer) and Krip (merchant) flank the door. In the very back room is Hjortr and he will accept the respec stone.

In Hibernia the ceriac stone can be used by speaking with Ita, a Firbolg in ******* house in Mag Mell.

I used the bestiary, and looked up my realm city, then I found a few NPC's titled "Respec NPC" so I bet that's who you give them too. Just do some research.
