Don't know for them, but the boots are dropped by Morra dancers in Myrkwood... Got them with two friends, a good piece of luck :)
Think I'll use them for a long time and I hoped Morra dropped all parts of the complete armor...

I got mine as an extremely rare drop in the Werewolf Fort. They were +10 str, 4% fire resist, and an interesting reddish-orange color. I've made about 4 levels in that fort alone, and this was the first time I saw the sleeves drop.

They're rare drop from skeleton sentries in Muspelheim. It took a whole lot of kills before they dropped, but if you need Dverge faction then there's a chance you'll get these while you slaughter skeletons.

The +7 STR is a nice little stat! I think yer right on the lvl 20-25 thing... I'm guessing they drop in Muspelheim, cause of the fire res.. just a guess.

I got some Blazing Boots from the camp where Freid is, in West Svealand. I think it is just random as I didnt know I had them till I went to sell. They are blue to me at 21 and have +4 Quick. Sorry, dont remember other stats.
