See Amhlaoibh, the armor strip merchant in Innis Carthaig, then kill Lesser Zephyrs in Shannon Estuary (40k, 60k)for the Wind Swept Leaves. Repeatable up to 15 times. Leaves are rare drops.

I turned some in at lvl 28 and got about 500,000 a piece for them...

I'm a level 23 Ranger and he wouldn't even talk to me nor take the item....maybe the level requirement is wrong on this
