You must be at least Level 37 to open or receive this quest. See Elyos 37 for more quests that can be started at this same level.
† All quests reward XP but NCSoft is fond of changing the amounts frequently, to the point that it is simply not wise to try to track the exact amount in a wiki.
This quest, in-game, is labeled as "[Spend Coin] Silver (Warriors and Scouts)"... which makes no sense and is probably an error in translation. it is not really a "Coin" quest, either, as it does not reward a coin. Also, in his dialogue Okonos says that "Klaws are no pushover". This quest has nothing to do with Klaws, just Frillnecks.
All of that said and done, this is a very easy repeatable. The mobs are not far to the east, in Kakuna's Nest.
Client patch 1.5.1 raised the XP from 69,000 to 175,470 and the coin from 6000 to 9500.
